That is correct and that is something we will be addressing soon.
Here's the issue: Your phone needs to be able to make a local call over GSM in order to benefit from RingFree. Without that ability, you would be making a long distance overseas call through your cell phone carrier in order to make an IP call. In that, there's little point.
The problem is, of course, that picking up domestic phone numbers, as well as ample trunks to handle the traffic, in countries throughout the world is quite expensive. We'll be adding locals soon, starting with countries where the iPhone has been officially released. We'll move on to other countries later, when we figure out how to afford the costs.
